VIKTORY II Expansion Poll - Plains Cities = 3 inf?
I’d welcome feedback on this question:
Should Plains cities provide 3 infantry to players, instead of the current 2 infantry?
It’s an idea that has been around longer than most VIKTORY II rules, originally proposed years ago. It has surfaced in recommendations since then, and I’m somewhat ambivalent about it. In the expansion format with fewer cities in the game, I can see where the idea has even more merit than before.
Please let me know what you would prefer.

How about an exemption from the three away rule for cities? It would neither limit or be limited…

That would definitely be another way to add character/quality to the plains hexes/cities.

I would vote “yes.” Plains cities need a bit more ‘oomph’ before players will really consider founding them.

I vote yes, as well. The game will be more balanced, I think. It will also take away some of the luck-factor when revealing the new tiles.
And the game is filled with beautiful pieces, so let`s use them all

Yes - makes plains cities more desirable, we were struggling to think of a reason for founding them

How about having plains towns support 2 inf, and plains cities support 3 inf.

One issue there is that one of my original goals was to have the city upgrade be generally better than the initial town build.
That creates a dynamic between players having to choose between:
a. building a new town and claiming more territory
and
b. upgrading to a city to get more powerful units/stronger army
If you got more bang for the buck out of the town build, then that dynamic would be lost.
